industrial transfer and social responsibility

The orderly and healthy industrial transfer means that enterprises should take full attention to the responsibilities of the employees, the local community and the environment, avoid the gap of responsibility before and after the transfer and the responsibility deficit in the local operation while making reasonable use of the competitive advantages of the Midwest.

Since the beginning of this century, China's manufacturing industry has begun to shift from the southeast coastal areas to the inland areas of the central and western regions, and has become a remarkable economic phenomenon in recent years. The textile and clothing industry is the pioneer and backbone of the industrial transfer. It is important to note that an orderly and healthy industrial transfer means that enterprises should take full attention to the responsibilities of the employees, the local community, and the environment while using the competitive advantage of the Midwest, and avoid the gap of responsibility before and after the transfer, as well as the responsibility deficit in the local operation. Pay attention to social responsibility from policy
At the government level, the guidance of social responsibility for industrial transfer is mainly focused on environmental protection, resource conservation and so on. Most local policies (especially to the ground) require that industrial transfer should consider energy conservation, emission reduction and environmental protection. However, some of the lower levels face great challenges in implementing the policy. Some economically backward areas tend to make the choice of "having enough food and clothing" before "environmental protection".
Other core elements of corporate social responsibility, including the protection of employees' rights and interests, fair competition and community participation, are rarely mentioned in these local level specific policies, or more seriously as the policy sacrifices to stimulate industrial transfer.
All these reflect that the current policy guidance pays more attention to the relationship between the government and the transfer enterprise, but neglects the influence on the other stakeholders, which makes the enterprise more inclined to use or evade the government policy in the process of industrial transfer, but neglects the construction of the related social responsibility for a long time. The mechanism of participation and communication.
As far as the implementation of industrial transfer policy is concerned, the impact of industrial transfer policy on corporate social responsibility can be summed up in two scenarios: the implementation of coordination challenges among regions and the lack of safeguards in the region. The lack of coordination among regions has caused huge waste of structural resources on the one hand, and on the other hand, it also leads to the threshold of "downward competition" in the field of social responsibility for the sake of scramble for the transfer of projects. The lack of policy implementation guarantee is reflected in the lack of scientific discrimination on the technical level and added value of the project to the project, the management level of the transfer to the enterprise and the social and environmental impact when the policy is implemented; the implementation of the policy in the factor field is often faced with the risk of producing negative environment and social influence; and closely related to the industrial transfer. Other related "policy chains" are often difficult to link up, and policy commitments are often hard to meet in time and in full. All of these will create structural social responsibility risks.
Implementation of social responsibility in implementation
With the popularization of social responsibility in China in recent years, especially the guidance and promotion of the government to fulfill the social responsibility of the enterprise, and the attention and supervision of the social layer to the practice of the enterprise, the difference of the consciousness and cognition of the enterprise to the social responsibility is shrinking. However, the coping ability, management level and driving mechanism of the transferred enterprises in the aspect of social responsibility are quite different from those transferred out. The defects of the driving mechanism may be related to some structural characteristics of industrial transfer, such as the intermediate products such as weaving, the main supply of the domestic market and so on, but the lack of the ability and mechanism of corporate social responsibility management is more due to the internal reasons.
Due to the difficulty of recruiting workers in recent years, creating a safe and healthy working environment for employees has become the basic work of the enterprise. Therefore, the safety and health of employees will be attached great importance to both transferred and transferred enterprises. However, in the transition, as most employees are closer to the family and community environment, the satisfaction of their spiritual needs is easier than that of migrant workers. Therefore, the demand for recreational facilities is not as urgent as in the coastal areas.
In the same place as transferred out, the enthusiasm of employees to reflect opinions, suggestions and complaints is not low. However, because the employees of the enterprises transferred to the locals are mostly locals, family and social relations play a certain role in preventing and resolving labor disputes.
The issue of environmental protection, which is very concerned by the government and society, is a relatively complex issue in the actual implementation level. First, the textile and clothing industries transferred into the Midwest are mainly woven and garment manufacturing, which are two relatively clean industries, while the printing and dyeing process between weaving and clothing is less. This "in the middle" situation in the protection of the transfer to the environment and also restrict the construction of a complete textile and clothing industry chain, making the raw material resources difficult to achieve higher added value, therefore, whether or not the introduction and dyeing industry is a question in many parts of the central and Western Regions. In addition, although the environmental protection facilities of the transferred enterprises are relatively good, the real problems in the environmental protection of the transferred enterprises are relatively backward environmental protection and management level.
The fulfilling of social responsibility is related to all parties
At present, industrial transfer is still facing many problems and challenges in the fields of social responsibility and sustainable development. The solution of these problems and challenges requires that all stakeholders carry out their responsibilities on the basis of their own performance.
